Ports across Asia Pacific face growing pressure to manage rising trade, respond to risk and adapt to changing industries, often within tight space and funding constraints. These conditions are felt strongly across Pacific Island nations, where climate exposure and staged investment shape how ports evolve.
Our work in ports master planning shows that capacity does not always depend on new infrastructure. When we take an integrated and flexible approach, we help port owners respond to demand while improving resilience and long-term performance.
Ports under pressure: complex systems with limited room to grow
We work with ports at the centre of trade, supply chains and national economies. In many remote, geographically dispersed, and developing markets, most also function as multi-purpose nodes, supporting fuel, food, consumables, tourists, passenger movement and essential services within one footprint.
This creates operational tension. We often see facilities working within space constraints, alongside ageing assets and competing demands on infrastructure. Climate risk and geo-physical hazards add further complexity, with more frequent extreme weather and rising sea levels affecting operations and planning decisions.
Access to funding and technical capability shapes how development occurs over time. Investment often moves in stages, aligned to what is available rather than a single long-term plan. Over time, this can lead to upgrades that do not fully support how the port needs to operate in the future.
Refocusing on optimisation to unlock capacity
In these environments, we rarely start with expansion. Instead, we look closely at how existing assets are used, where they are located, and where performance can potentially shift.
We identify underused areas of the port, fully examine operational constraints and assess how infrastructure aligns with its best function. Small adjustments in how assets are configured and deployed can influence how the wider system performs.
In a recent example, redistributing cargo activity across multiple sites eased pressure on a primary gateway without major capital investment. This shift also supported more balanced maintenance and improved lifecycle management.
By focusing on optimisation, we create space for growth without relying heavily on new infrastructure, which can be difficult to fund or deliver in constrained markets.
Planning for change across trade and the profile of natural hazards
Ports are responding to factors that were not central to planning even as a recent as a decade ago. We now see changes in trade patterns, hazard exposure, alongside the transition to lower-emission energy shaping what ports need to provide and handle.
New trade patterns, hub roles, extreme events are introducing new requirements around storage, safety and land use. The impact is often seen in ports located close to communities, where space is limited and competing needs are visible.
Performance within the port environs is only part of the picture. Road access, logistics networks and surrounding land use all influence how efficiently a port operates. We take these connections into account when we plan for future demand.
We use master planning to bring these factors together. By combining operational insight with forward-looking scenario analysis, we support port owners to make informed decisions in uncertain conditions.
Why an integrated and/or multi-port planning approach matters in developing markets
In developing markets, coordination has a direct impact on long-term outcomes.
Where planning is fragmented, funding is constrained, infrastructure decisions can limit future development. A berth or facility introduced today can restrict how the port expands or operates later. We have seen how these constraints become harder to resolve over time.
An integrated ports master plan provides a shared direction. It connects infrastructure, operations, funding and future demand within one framework. This allows short-term decisions to contribute to longer-term performance rather than work against it.
In the Pacific Islands, this approach helps strengthen national resilience. It enables more flexible operations, makes better use of available assets and improves the reliability of key gateways and supporting tertiary port nodes.
Turning strategy into action in Samoa
We have applied this approach across a range of port environments, including recently in Samoa, where we supported planning for the Port of Apia and Samoa’s wider port network.
Our focus was on understanding how the broader port system could support growth at the national gateway. Rather than relying solely on new large-scale infrastructure, we explored how existing assets across the network could be activated and better coordinated.
This included identifying constraints, improving operational settings and aligning facilities with their most effective use. The outcome was a more balanced strategy, positive investment case, reduced congestion, safer port, hazard/risk reducing, resilient port network that supports growth sustainably while managing technical and environmental complexity. The port strategy also facilitates a stronger tourism sector for Samoa and the region.

A more adaptive path forward
Ports looking to expand, particularly in constrained environments, must manage a distinct mix of pressures, shaped by space, funding, climate exposure and shifting trade demands.
