GHD appointed by Translink to support safe, well‑managed change across critical transport assets
GHD has been appointed to Lot 2 of Translink’s Common Safety Method (CSM) and Interoperability Framework, with an initial four-year term and the option of two further two-year extensions. Through Lot 2, GHD will provide professional services in change management, system safety and assurance. The team’s scope supports compliance with safety regulations and Translink’s Infrastructure and Projects Safety Management System.
Translink’s framework is designed to support excellent health, safety and environmental performance through proactive leadership and innovation, alongside robust change management and compliance with safety and interoperability requirements. It also provides access to specialist consultancy and associated services, underpinned by an open and collaborative approach between supplier and client teams. The framework focuses on value for money, whole-life efficiencies and leaving a positive legacy for the public transport industry in Northern Ireland.
Following appointment, supplier and client teams will work collaboratively to develop these objectives further and agree on how benefits will be measured over time.
Under Lot 2, GHD will provide end-to-end support for change management and regulatory compliance. Management of change and assurance services include the development of technical standards, processes and procedures; regulatory guidance; and targeted consultancy and training across key railway topics such as common safety method for risk evaluation and assessment (CSM-RA), interoperability and legislative horizon scanning.
GHD will also support hazard and risk management, compliance monitoring and assurance. Ongoing support extends to operational and maintenance procedures, post-entry-into-service audits and assurance activities to sustain compliance and respond flexibly to evolving business needs.
