Implementation of light rail system in Mauritius

Our mission was to support the implementation of a new mode of public transport in Mauritius.
The challenge
The Mauritius Metro Express is a national priority transport infrastructure project and the first light rail transit (LRT) system to be implemented in the country.
Through a Government-to-Government (G2G) arrangement, the Singapore Cooperation Enterprise (SCE) has been supporting the development and implementation of the project from origination, through to construction and current operation.
The light rail operator, Metro Express Ltd (MEL), was a newly formed organisation established as the asset owner. MEL has the responsibility of maintaining the light rail infrastructure, providing quality service, and the planning for further expansion of the LRT network. MEL successfully began Phase 1 light rail operations in December 2019.
Our response
GHD was engaged by the SCE in 2020 to provide on-going implementation support and strategic advisory services. This has included design reviews, monitoring project progress and interfacing with key stakeholders. We also undertook planning and procurement design for a potential extension of the light rail network.
As MEL became more established and experienced in the provision of transit services, it sought assistance to sustain performance and create greater value. GHD has subsequently reviewed, assessed and recommended ongoing performance improvement measures in asset care, digitisation of organisation processes and systems, as well as people movement optimisation to allow for a better customer experience.
The impact
Our services have helped to identify opportunities to enhance MEL’s organisational capabilities and knowledge in relation to effective asset management, strategic risk management, cybersecurity strategies and service delivery. This has equipped MEL with the ability to realise and unlock the value of the light rail assets and improve operational performance.
