The American Petroleum Institute (API) has recently released the API Guidelines for Air Monitoring Tactics for Emergency Response (API Guidelines). The API Guidelines provide a comprehensive resource designed to equip first responders, emergency response teams, and industry professionals with the basic framework, knowledge, and tools necessary to incorporate air monitoring into an effective emergency response.

What are the API guidelines?

The API Guidelines serve as a critical resource for those on the front lines responding to petroleum incidents. It provides structured air monitoring methods and strategies that are both effective and practical, ensuring that responders can act swiftly and decisively when the potential for an airborne hazards exist. From fire departments to hazmat specialists, having a well-defined approach to air monitoring is essential for protecting both responders and the community.

GHD played a pivotal role in the creation of these guidelines. Our team included Leah Boldt, CHMM a certified industrial hygienists (CIH), and toxicologists who collaborated closely with the API to develop guidance that ensures air monitoring strategies are ready to be implemented in real-world scenarios. The GHD Emergency Management team provided invaluable support throughout the process, ensuring that the guidelines are grounded in practical experience from responding to thousands of incidents from the minor to catastrophic in scale and across a broad range of industries.

Key information in the guide

  1. High level guidance to build upon: Each emergency response is unique, and the API Guidelines provide a broad view and guidance on how to monitor air quality in the event of a petroleum release. This ensures that responders have a solid foundation to build upon, regardless of the specific circumstances they face.

  2. Benchmarks and hazard identification: The guidelines offer essential benchmarks to look for during a response, helping to identify hazards and begin planning effectively. This proactive approach is crucial for minimizing risks and ensuring a swift, coordinated response.

  3. Comprehensive air monitoring setup: The document explains how to initiate air monitoring, covering both handheld and stationary methods. It is designed for first responders to reference as a guidance document, providing a clear framework for action during the initial hours of an emergency, as well as incorporate air monitoring into the incident command structure.

  4. Roles and responsibilities: The guidelines help companies dealing with hazardous materials understand the roles and responsibilities of different responders. This includes the roles of the responsible party, various contractors and consultants, emergency management officials, and regulators from relevant agencies ensuring a coordinated and efficient response.
