The challenge
Developing a new 340-room luxury hotel in Guam's prime tourist district required careful navigation of multiple challenges. The project demanded seamless integration of Japanese architectural design concepts while ensuring compliance with local building codes, accessibility requirements and seismic standards. Additionally, the site's utility infrastructure was insufficient for the project's needs, requiring significant coordination with local authorities. The hotel's location adjacent to the existing Nikko Hotel necessitated careful coordination of construction activities in an active tourist area. The project also required special height variance approval through Guam's Department of Land Management, making regulatory compliance a critical factor.
Our response
Our team enhanced the design to reflect local culture through materials, colors and expanded balconies—now a top-rated guest amenity. Through close collaboration with the Japanese design architects, we created a property that authentically represents its location rather than appearing as a generic international hotel.
We coordinated critical infrastructure upgrades with Guam Power Authority and Guam Waterworks Authority to meet the hotel's needs. Though not required by code, we implemented more stringent seismic standards through Performance-Based Design, a first for Guam, including independent third-party reviews. Using building information modeling technology, we maintained effective coordination with consultants while implementing design changes throughout construction. Our comprehensive management approach ensured successful delivery of this complex hospitality project.
The impact
Hotel Tsubaki stands as a striking addition to Guam's skyline and tourism infrastructure. The 489,296-square-foot development has earned high praise from locals for successfully integrating international luxury standards with authentic local character. Through careful management of design evolution and construction coordination, we helped deliver a world-class hospitality venue that successfully merges international design standards with local building requirements. The project demonstrates our ability to handle complex, large-scale developments while maintaining focus on both technical excellence and client satisfaction.
