GHD selected to lead feasibility study for Toronto’s Lawrence Avenue East Complete Street transformation
Toronto, ON — January 16, 2026 — GHD, a global professional services company, has been selected by the City of Toronto to lead the Lawrence Avenue East Complete Street Feasibility Study, an initiative aimed at reimagining one of Toronto’s most critical arterial corridors to better serve all road users.
Connecting communities through safer, more equitable street design
The study will explore how Lawrence Avenue East — stretching nearly 19 kilometers from Blaine Drive in the west to Rouge Hill GO Station in the east — and a 2-kilometer segment of Don Mills Road can be redesigned to support transit priority, active transportation and community livability. The study area intersects key transit hubs, commercial centers and equity-deserving neighborhoods, making it a vital transportation corridor.
The feasibility study will evaluate how to better serve all users, including pedestrians, cyclists, transit riders and motorists, through a multimodal lens. The project will assess design alternatives that incorporate safer intersections, improved streetscapes and enhanced connectivity across modes.
Design alternatives will be developed with emphasis on safety, accessibility, environmental sustainability and vibrant public spaces to support healthy, active lifestyles and equitable access to transportation options for people of all ages and abilities.

The project includes:

Multi-resolution transportation modelling, which includes mesoscopic modelling of a broader study area (to assess traffic volume diversion) and microscopic modelling of the Lawrence Avenue East corridor.

Development of conceptual design drawings for different design alternatives.

Coordination with technical advisory committees and stakeholder engagement.
Prioritizing active transportation and transit
The study will explore opportunities to introduce protected cycling infrastructure along Lawrence Avenue East, connecting with existing and planned bikeways. It will also assess transit priority measures to improve reliability and travel time for TTC bus routes, including TSP, queue jump lanes and dedicated transit lanes at key segments.
