GHD strengthens leadership team in the Philippines with new appointments

Professional services company GHD has appointed Jemmalene Rubiano as Director, Transport & Water, and Patricia Tirados as Director, Energy & Resources, expanding its leadership capability in response to growing demand across key infrastructure sectors in the Philippines.  

In their expanded roles, Jemmalene and Patricia will lead multidisciplinary teams that support clients throughout the project lifecycle, from planning and design through to project delivery. Their appointments reflect the increasing need for integrated approaches to transport, water, energy and resources projects as clients navigate changing infrastructure investment and sustainability priorities. 

Jemmalene brings more than 15 years of experience delivering and leading major transport and water infrastructure projects across the Philippines and international markets. Her career spans planning, design, project and construction management, shaping strategy and supporting clients through some of the most complex challenges across water infrastructure, ports, airports, roads, rail and bridges. Her work supports growing communities while helping clients respond to evolving infrastructure demands.

Patricia brings almost two decades of experience spanning resource development, power generation and electricity supply, partnering with leading local and international organizations. Her multidisciplinary background spans client leadership, regulatory, project management, technical, commercial, and digital disciplines, helping clients solve complex challenges and creating lasting value for communities.

Patricia also serves as Energy Co-Chair of the American Chamber of Commerce of the Philippines and as a Board Trustee of the PhilHydro Association, enabling her to help shape the industry, support policy development, and forge cross-sector and regional partnerships that advance economic growth and industry progress.
